New NYA Act makes significant provisions to advance youth development- Mr Hoetu

Mr Prosper Hoetu, the Chief Executive Officer of National Homeownership Fund, says the new National Youth Authority (NYA) Act, 2016 (Act 939) has significant provisions to advance youth development in Ghana.
He said the new Act enacted under the leadership of President John Dramani Mahama, which replaced NRCD 241 of 1974, increased youth representation on the NYA Board from one to three.


Mr Hoetu said this when he facilitated a training for a cross-section of members of Regional and District Youth Committees.
He said the Act also provided for the establishment of Regional and District Youth Committees to be responsible for the coordination of youth development initiatives through a decentralised approach.
He said it also sought to address one of the critical challenges to youth development being funding, by allocating
five per cent of the District Assemblies Common Fund to the NYA for youth development programmes.
“Unfortunately, for the past 8 years or so, the Regional and District Youth Committees were not constituted,” he added.
Mr Hoetu expressed the hope that under the new leadership of Authority and its Board efforts would be made to realize the vision of the President.
